a. Check the conditions for starting construction works according to the provisions of Article 72 of the Construction Law;

b. Checking the suitability of construction contractors with bids and construction contracts, including:

• examination of construction manpower and equipment of construction contractors to the construction site;
• Check the quality management system of construction contractors;
• Check the license to use machinery, equipment and supplies with safety requirements in service of construction;
• Inspecting laboratories and establishments producing construction materials, structures and products in service of construction by construction contractors.

c. Check and monitor the quality of supplies, materials and equipment installed in the works provided by construction contractors according to the requirements of the design, including:

• Examination of manufacturer's quality certificates, laboratory results of standard laboratories and results of equipment quality accreditation of organizations recognized by competent state agencies for materials , construction components and products and equipment installed in works before being put into construction;
• When doubting the results of the quality inspection of construction materials and equipment supplied by construction contractors, investors shall directly inspect supplies, materials and equipment installed in construction.

d. Inspection and supervision during construction of construction works, including:

• Examine construction methods of construction contractors;
• Regular inspection and supervision systematically process construction contractors to carry out works in the field. Test results must be recorded in the investor's supervision diary or inspection minutes according to regulations;
• Confirm the completion drawing;
• To organize the pre-acceptance test of construction works according to the provisions of Article 23 of this Decree;
• Gathering and examining documents in service of pre-acceptance test of construction jobs, construction parts, construction phase, acceptance of equipment, pre-acceptance test of each construction work item and completion of construction works erected;
• show errors, unreasonable design to adjust or require contractors to adjust design;
• Organize the re-verification of the quality of construction parts, construction items and construction works when there is doubt about quality;
• maintain and coordinate with related parties to solve problems and problems arising in the construction of works.
